ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements — Project No. 17-E883 <br />Would the project: <br />aj Induce substantial population grox#h in an area either directly {for example, by proposing new <br />homes and businesses) or indirectly {for example, through extension of roadsor other <br />infrarsbucture) ? <br />The proposed Project involves the partial acquisition of three parcels in order to widen Bristol Street, located within <br />a highly urbanized and built -out area. The proposed Project is designed to accommodate the existing and future <br />traffic volume and would not create new trips. The proposed Project would not result in additional impacts. <br />Impacts would not begreater than that -previously analyzed in the 1990 FEIS/E[R. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable: <br />Mitigation Measures: No additional mitigation measures are required. <br />bj Displace subst n dal numbers of existing housing, necessdatiug the construction of replacement <br />housing elsewhere ? <br />A total of three properties would: be partially acquired as a result of the proposed widening of Bristol Street. All <br />proposed areas of acquisition include vacant portions of commercial and multi -family residential properties. These <br />vacant areas consist of paving/asphalt or ornamental landscaping. The acquisitions would comply with policies <br />pursuant to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as implemented <br />by the City of Santa Ana. No removal of housing would occur. Impacts would not be greater than that previously <br />analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable. <br />Mitigation Measures: No additional mitigation measures are required. <br />cj Displace substantial numbers of people, necessitating the construction of replacement housing <br />elsewhere? <br />Refer to Response 3.13(b). Impacts would not be greater than that previously analyzed in the 1990 FEISIEIR <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable: <br />Mitigation Measures: No additional mitigation measures are required. <br />3.14 PUBLIC SERVICES <br />This section corresponds with the 1990 FEISIEIR, Section IV, Environmental Consequences and IvAtigation <br />Akasures, Subsection P, Impacts on Community Facilities, and Subsection V, Construction Impacts. <br />a) Would the project result in substantial adverse physical impacts associated with the provision of new <br />or physically altered governmental faegWes, need far new or physically altered governmental <br />facilities, the construction of ni<tich. couldcause sign cant environmental impacts, in order to <br />maintain acceptable serve ratios, response times or other performance objectives for any of the <br />public services: <br />ij Fire Protection? <br />The proposed Project includes intersection improvements and no increase in demand for fire protection services <br />would occur with implementation of the proposed Project: Furthermore, the proposed Project would result in <br />positive impacts as a result of greater congestion relief and increased mobility in the vicinity for motor vehicles <br />including ernergency vehicles. Impacts would not be greater than that previously analyzed in the 1990 FEISIEIR. <br />Final I December 2017 3-23 Environmental Consequences <br />
