SERVICE RATINGS BY INITIAL jUPPORT Table 2 presents the top five services (based on the percentage of respondents who strongly favor each) by position at the Initial Ballot Test. Not surprisingly, individuals who initially opposed the measure were generally less likely to favor spending money on a given service when compared with supporters. Nevertheless, initial sup- porters, opponents, and the undecided did agree on two of the top five priorities for funding.
