POSITIVE ARGUMENTS <br />If the City chooses to place a measure on an upcoming ballot, voters will be exposed to various <br />arguments about the measure in the ensuing months. Proponents of the measure will present <br />arguments to try to persuade voters to support a measure, just as opponents may present argu- <br />ments to achieve the opposite goal. For this study to be a reliable gauge of voter support for the <br />proposed sales tax measure, it is important that the survey simulate the type of discussion and <br />debate that will occur prior to the vote taking place and identify how this information ultimately <br />shapes voters' opinions about the measure. <br />The objective of Question 8 was thus to present respondents with arguments in favor of the pro- <br />posed measure and identify whether they felt the arguments were convincing reasons to support <br />it. Arguments in opposition to the measure were also presented and are discussed later in this <br />report (see Negative Arguments on page 20). Within each series, specific arguments were admin- <br />istered in random order to avoid a systematic position bias. <br />Question 8 What 1'd like to do now is tell you what some people are saying about the measure <br />we've been discussing.
