EXHIBIT 2 <br /> The Consultant shall draft all escrow agreements, relocation agreements, temporary and <br /> permanent easements, and perform County recordation and all required notices associated with <br /> the acquisitions and permits. <br /> The Consultant shall attend regular progress meetings and provide a status update on project <br /> progress, schedule, and any critical issues/items and the follow up action items necessary for <br /> all acquisitions, relocations, and property management throughout the duration of the ROW <br /> phase. <br /> The right-of-way acquisition process shall include,but not be limited to the following: <br /> A. Right-of-Wad <br /> • The Consultant shall prepare right-of-way base maps in accordance with Caltrans <br /> requirements.Base maps shall show existing features consisting of lots along Santa Ana <br /> Boulevard with all right-of-way and easement areas, assessor's parcel numbers, <br /> addresses, types of businesses,property lines, footprints of buildings, setback distances <br /> from right- of-way to buildings, vegetation, and improvements in the acquisition areas <br /> and existing driveways. <br /> • The Consultant shall identify all utilities, including those that have prior rights. <br /> • The Consultant shall identify all improvements including monument signs, cell towers, <br /> business signs etc. that shall be removed and or relocated as a part of the Project. <br /> • The Consultant shall prepare right-of-way maps at a scale approved by Caltrans reflecting <br /> all right-of-way for the Project, including acquisitions and easements required for <br /> maintenance access, drainage, material sites, utilities, and construction work areas, as <br /> necessary. The Consultant shall also show access control. Dimensions are to be shown <br /> in English units. <br /> B. Appraisal Maps, Plats, and Descriptions <br /> • The Consultant shall coordinate with City's Right-of-Way Acquisition Consultant to <br /> prepare legal descriptions,plats, deeds, and maps for each parcel acceptable to Caltrans <br /> and the City for conveyance of marketable title interests and for accurate representation <br /> of right-of-way necessary for construction of the Project. <br /> • The Consultant shall prepare legal descriptions, plats, and reaps acceptable to utility <br /> companies (as required) and the City for conveyance of marketable title interests and <br /> accurate representation of easements necessary for construction of the Project. <br /> • The Consultant shall prepare a right-of-way maps acceptable to Caltrans. <br /> • A licensed Appraiser hired by the City shall be responsible preparation of appraisals as <br /> required by Caltrans. The appropriately licensed appraiser shall be used for cell towers <br /> (if any), signs, etc. Consultant shall provide required documentation to City's Right-of- <br /> Way Acquisition Consultant to allow them to prepare the necessary appraisals for any <br /> property required for the Project. <br /> • An experienced Right-of-Way Acquisition Consultant hired by the City shall be <br /> responsible for right-of-way negotiations and coordination with City representatives. <br /> • An experienced Relocation Consultant hired by the City shall be responsible for all <br /> effort associated with relocations, negotiations and coordination with City <br />
