Three or four uniformed police officers were present as the subject was handcuffed and <br />searched. Fire Department Paramedics responded and rendered medical aid to the subject. <br /> <br /> <br /> On December 15, 2012, at approximately 2100 hours, went to bed for the evening. He <br />awoke at midnight and heard a helicopter and police activity outside. did not see or hear <br />anything related to the shooting incident. <br /> <br /> <br /> On December 15, 2012, at approximately 2200 hours, went to bed for the evening. <br />At approximately 0000 hours, was awoken to three apparent gunshots fired in succession. <br />did not witness the shooting incident <br /> <br /> <br /> On December 16, 2012, at approximately 0000 hours, was inside her apartment when <br />she heard three gunshots fired in succession. then heard someone yell, “Don’t move.” <br /> then heard someone, “groaning” as if they were in pain. Police officers responded to the <br />location, within minutes. did not witness the shooting incident. <br />1114 North Lacy Street <br /> Vacant Residence <br /> <br /> <br /> On December 15, 2012, at approximately 2230 hours, heard screaming and yelling <br />followed by two apparent gunshots. looked east outside his residence window and <br />observed two uniformed police officers standing in the parking lot, on the east side of Lacy Street. The
