<br /> through the installation of bulb-outs and bike lanes. Pedestrian facility improvements will
<br /> comply with Americans with Disabilities Act (ADA) standards. Funding for these
<br /> improvements in the amount of $5,200,624 is funded through Gas Tax, General Fund,
<br /> and savings from completed projects.
<br /> The project also includes traffic improvements such as the installation of a traffic signal,
<br /> installation of hybrid beacons, enhanced traffic striping and pavement markings, and
<br /> traffic signal modifications that incorporate video detection at the intersections.
<br /> Additionally, the project will install drought-tolerant landscaping and irrigation at key
<br /> locations within corridor. Once completed, these improvements will enhance overall
<br /> safety, ride quality, and the visual appearance of the street corridor.
<br /> Grant Funding
<br /> The City received grants for the design and construction of the project from the State in
<br /> the amount of$5,499,000 of which $4,610,000 are for the physical construction
<br /> elements of the project. The funds will be specifically used to fund the active
<br /> transportation elements of the street improvement project including traffic signals,
<br /> striping, and safety enhancing elements. The grants require that this project be
<br /> completed by June 30, 2028.
<br /> Project Advertisement and Contractor Procurement
<br /> To provide an opportunity for local vendors to submit bids, the City notified a total of 96
<br /> regional vendors via PlanetBids, many of which are Santa Ana based. A total of seven
<br /> bids were received. One bid was received from a Santa Ana contractor.
<br /> As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br /> newspaper on March 26, 2026 and April 2, 2026. The project was also advertised in
<br /> PlanetBids from March 20, 2026 to April 9, 2026. Bids were received electronically via
<br /> PlanetBids on April 9, 2026. No bid protest was submitted by any of the bidders during
<br /> the bid protest period.
<br /> A copy of construction plans, contracts, specifications, and all related reference
<br /> materials (such as The Greenbook) are available for public review at the City's Public
<br /> Works Agency, Central Files office located in City Hall.
