Award of a Construction Contract to All American Asphalt for the Construction of the Raitt <br /> Street Improvements Project <br /> May 19, 2026 <br /> Page 6 <br /> Public Outreach <br /> The Raitt Street Improvements project (Project No. 23-6998) included extensive <br /> amounts of community outreach to ensure that any of the resulting project <br /> recommendations were a direct reflection of the community needs and wants. For each <br /> of the segments, Community Outreach Plans were developed by City staff and <br /> consultant teams which included reaching out to stakeholders, local businesses, and <br /> residents encouraging them to form part of the Project Community Advisory Committee <br /> (CAC). A combined total of 17 community outreach events were held for the Project <br /> beginning in 2016. Additionally, these plans developed as web-based surveys in which <br /> the community had multiple opportunities to provide their input on each of the segments <br /> as they were being prepared. The outreach ensured that the Project had community <br /> driven planning documents that established a road map for PWA to design specific <br /> Project improvements. <br /> In response to the project needs identified by the various planning documents, staff <br /> pursued grant funding from the ATP in 2020. In July 2021, the Southern California <br /> Association of Governments (SCAG) notified the City of Santa Ana that the ATP <br /> projects were awarded the requested grant funding. Following the programming of grant <br /> funds, City staff began working on the design and additional community outreach efforts <br /> for the project. During the design phase for the project between 2025-2026, a combined <br /> total of three additional community meetings were held which included a final general <br /> project information meeting on March 5, 2026. PWA mailed out 1,500 postcards for the <br /> final project meeting for residents and property owners within 500 feet along Raitt Street <br /> from St. Gertrude Place to Washington Avenue on February 11, 2026. <br /> The project scope will impact nearby businesses and residents. To ensure timely and <br /> effective communication, the following notification measures will be implemented prior <br /> to the start of construction: <br /> • Electronic message signs will be installed two weeks in advance of construction <br /> activities to provide early notice of the project's start date; <br /> • A project information sign will be posted at the construction site, including contact <br /> information for public inquiries; <br /> • Residents and businesses within 1,000 feet of the project limits will receive door <br /> hangers or mailed notifications at least two weeks before construction begins; <br /> • A second round of notification will be issued 48 hours prior to the start of <br /> construction to residents and businesses adjacent to the limits of work; and <br /> • The City will also disseminate information through its official website and social <br /> media platforms to keep the public informed of construction activities, including <br /> any lane closures. <br /> The Contractor is required to issue construction notices to adjacent residents and <br /> businesses at least two weeks before construction begins.
