Agreements with Ocean Blue Environmental Services, Inc. and United Storm Water, Inc. <br /> for Spill Response, Hazardous Waste Disposal, and Storm Drain Facility Maintenance <br /> Services <br /> June 2, 2026 <br /> Page 2 <br /> requirements, the City is a co-permittee under the North Orange County Municipal <br /> NPDES Permit, which is issued by the Santa Ana Regional Water Quality Control <br /> Board. <br /> The Public Works Agency (PWA) is responsible for maintenance of the City's <br /> stormdrain system and compliance with NPDES Permit requirements. The Permit <br /> requires the City to reduce pollutants discharged in urban runoff to the "maximum extent <br /> practicable." To comply with the permit, the City is required to annually clean and <br /> maintain its storm drain system, which includes approximately 382 catch basins, 1,432 <br /> catch basins with trash capture screens and stormwater treatment devices, 150 <br /> culverts, and five stormwater lift stations. The City is also required to respond to and <br /> eliminate illegal discharges and clean up pollutant spills that could impact the storm <br /> drain system or receiving waters. Allowing pollutant spills to impact receiving waters <br /> may deem the City out of compliance with the NPDES Permit and could be subject to <br /> enforcement by the Regional Water Quality Control Board. <br /> PWA currently utilizes the services of Ocean Blue Environmental Services, Inc. and <br /> United Storm Water, Inc. to provide spill response, hazardous waste disposal, and <br /> storm drain facility maintenance services. The current contracts for these services have <br /> a not to exceed total capacity of $900,000 per year and expire on June 19, 2026. The <br /> increase in expenditure capacity to $1,100,000 per year is due to the inclusion of <br /> additional services, such as weed abatement in channels and maintenance of <br /> stormwater infrastructure at City facilities such as the Corporate Yard as well as <br /> increased labor and equipment rates. In some instances, costs are recovered for spills <br /> originating from private property, however this represents a small portion of total <br /> expenditures. The majority of costs incurred under the current agreements are for storm <br /> drain facility maintenance services and hazardous waste disposal from illegal dumping. <br /> To secure continued services, a Request for Proposal (RFP) No. 26-018 was advertised <br /> on February 19, 2026 on the City's online bid management and publication system, <br /> PlanetBids (Exhibit 1). A summary of vendor participation and results is as follows: <br /> 2560 Vendors notified <br /> 158 Santa Ana vendors notified <br /> 32 Vendors downloaded the bid packet <br /> 4 Bids received <br /> 0 Bids received from Santa Ana vendors <br /> Proposals were solicited, opened on March 12, 2026, and evaluated. Four bids were <br /> submitted by the RFP deadline and four bids were determined to be responsive to the <br /> specifications and met the City's requirements.
