a) Would the project exceed wastewater treatment requirements of the applicable Regional Water Quality <br />Control Board? (No Substantial Change from Previous Analysis) <br />The addition of 24 residential units, for a net gain of 10 units from the approved 2005 project, is not <br />anticipated to exceed wastewater treatment requirements. The City of Santa Ana confirmed that <br />adequate infrastructure existed for the project, as modified by the 2009 Addendum. In addition, <br />mitigation measures in the FEIR were designed to minimize potential impacts to utilities and service <br />systems. The project will have no new or more severe impacts beyond those addressed and mitigated in <br />the FEIR. <br />b) Would the project require or result in the construction of new water or wastewater treatment facilities <br />or expansion of existing facilities, the construction of which could cause significant environmental <br />effects? (No Substantial Change from Previous Analysis) <br />Mitigation measures were designed to minimize potential impacts to utilities and service systems. As <br />detailed in correspondence with the City of Santa Ana Planning Division and Public Works Agency, <br />the proposed hotel project sewer discharge need will be addressed by a new 12 --inch sewer main that <br />was recently constructed in MacArthur Place. More than adequate water and sewer infrastructures have <br />been constructed at the proposed hotel project frontage to meet the project's water and sewer needs. <br />The data from the Walden and Associates Domestic Sewer Technical Report for MacArthur Place <br />dated March 3, 2004 and revised January 14, 2005 was utilized to calculate the proposed project <br />impacts on sewer demands. Additionally, removal of the retail, restaurant, and commercial/residential <br />components of the Cinema Lofts resulted in a reduction in demand for water and sewer usage. Sewer <br />usage by the hotel approved in the 2009 Addendum has been adequately covered by the installation of <br />a 12 -inch line along the hotel frontage. The project, as addended, would result in a sewer demand of <br />304,204 gallons per day, which is less than .0405 million gallons per day capacity. The project will <br />have no new or more severe impacts beyond those addressed and mitigated in the FEIR. <br />c) Would the project require or result in the construction of new storm water drainage facilities or <br />expansion of existing facilities, the construction of which could cause significant environmental <br />effects? (No Substantial Change from Previous Analysis) <br />As detailed in the FEIR, the previous project was to be entirely developed with impermeable surfaces. <br />The proposed project will also be entirely developed with impermeable surfaces. Therefore, no adverse <br />impact on the existing storm water drainage facilities is anticipated, because the project, as proposed, is <br />substantially the same in terms of runoff from the project analyzed in the FEIR. The project will have <br />no new or more severe impacts beyond those addressed and mitigated in the FEIR, and the FEIR <br />remains adequate and complete. <br />d) Would the project have sufficient water supplies available to serve the project from existing <br />entitlements and resources or are new or expanded entitlements needed? (No Substantial Change <br />from Previous Analysis) <br />As detailed in the FEIR, the City of Santa Ana Water Department provides water service to the <br />MacArthur Place South project area. The data from the Walden and Associates Domestic Water <br />Technical Report for MacArthur Place (Amendment No. 1 ) dated March 3, 2004 and Amended <br />November 19, 2004 was utilized to calculate the originally proposed project impacts on water demand. <br />As detailed in correspondence with the City of Santa Ana Planning Division and Public Works <br />Agency, more than adequate water and sewer infrastructures, and services and laterals, have been <br />constructed at the proposed hotel project frontage that can meet the project's water and sewer needs. <br />Four 1 -inch water meters, one 2 -inch water meter, and a 6 -inch sewer lateral are available at the <br />project's frontage in MacArthur Boulevard.
