Environmental Consulting Services (200 East First American Way) J City of Santa Ana <br />Upon the City's approval of the iS/NOP, we will produce the IS/NOP for public review. The budget assumes one <br />round of review and revision of the IS/NOP. The IS will be attached to the NOP for a 30-day public review period. <br />We will work in consultation with City staff to develop a distribution list for the IS/NOP, we will post the NOP at <br />the County Clerk's office and mail the IS/NOP along with a Notice of Completion (NOC) form to the State <br />Clearinghouse. At the City's request, although not required or included in our scope, we will also assist the City in <br />developing media advertisements and assisting with direct mailing of the IS/NOP. <br />Deliverables <br />0 Print and mail up to 30 hard copies of the IS/NOP, plus 15 copies to the State Clearinghouse, Office of <br />Planning and Research. <br />¦ Post IS/NOI at the County Clerk. <br />¦ Provide PDF version suitable for the City to post on their website. <br />Task 3. Public Scoping Meeting <br />ICF will work with the City to facilitate a scoping meeting to solicit public input on the scope of the EIR. We will <br />work with City staff to determine the most appropriate format for the scoping meeting (e.g., open house or <br />community presentation) and prepare all materials necessary for the scoping meeting (PowerPoint Presentation, <br />comment cards, sign-in sheets, handouts, poster boards). ICF's project manager and applicable technical staff will <br />be available to present the project information, as well as information regarding the environmental process and <br />preliminary findings on the IS. We will facilitate public comments from the audience and provide meeting minutes <br />to the City following the scoping meeting. <br />Task 4. Prepare Technical Studies <br />Due to the nature and location of the proposed project it is anticipated that the following technical studies will be <br />required: <br />• Traffic Impact Analysis <br />d Air Quality Impact and Greenhouse Gas Analysis <br />¦ Noise Impact Study <br />® Cultural Resources Study <br />It is anticipated that the applicant would provide a preliminary level of site specific technical analysis including: <br />preliminary site plan, grading plans, a preliminary geotechnical study, and a water quality management plan. <br />Traffic Impact Analysis (TIA) Provided by LLG <br />The following tasks are included in preparation of a project specific TIA, which will be summarized in the EIR and <br />included as an Appendix. <br />TIA Task 1: Project Mobilization <br />¦ LLG will confirm the project description, work schedule, and assumptions to be utilized in the TIA. This will <br />include the assumptions to be used for the project completion year and anticipated phasing, if any. LLG <br />would need to obtain a current project site plan that illustrates the access scheme to the project site in both <br />hard copy and digital formats. <br />¦ LLG will work with City staff to discuss the project and analysis criteria, confirm the study approach, identify <br />pertinent traffic issues and concerns, and formalize the Scope of Work for the TIA, which will be submitted to <br />the City for review and approval. <br />Use or dudowre oldata contained on this sheetis subject <br />to the resbktion on the We page of this proposal <br />Page 10 <br />25G-22
