As required, the documents will include a discussion of direct, indirect, growth-inducing, and <br />cumulative impacts. <br />Following the City's review and approval of the administrative draft documents, ICF will incorporate the City's <br />comments and will revise the document accordingly. For scoping and costing purposes, we have assumed one <br />round of administrative draft submittals. <br />Cumulative Impacts <br />The cumulative impacts analysis will focus on the potential for environmental impacts from this project, along with <br />other proposed and reasonably foreseeable projects in the area. We will develop the list of cumulative projects in <br />coordination with City staff, and reach out to surrounding jurisdictions. We will evaluate and discuss the project's <br />contribution to the overall cumulative baseline to identify "cumulatively considerable" impacts. Mitigation <br />measures will be developed for any cumulatively considerable impacts, if applicable. <br />Alternatives Analysts <br />ICF will work closely with the City to identify and screen a reasonable range of alternatives for analysis in the EIR. <br />In accordance with CEQA, we will qualitatively analyze the alternatives at a reduced level of detail in comparison to <br />the proposed project, and we will compare the impacts of each of the alternatives with those of the proposed <br />project, which will be presented in a narrative and a matrix format. CEQA requires that the FIR identify an <br />environmentally superior alternative, and this summary matrix format will support that determination. We assume <br />that the alternatives analysis will involve the No Project Alternative, a Reduced Project Alternative, and up to two <br />other potential build-out scenarios. <br />Growth-Inducing Impacts <br />ICF will evaluate whether the proposed project would have the potential to directly or indirectly foster economic <br />or population growth. This will include an assessment of whether the project or its components would directly <br />contribute to growth or remove obstacles to population growth, such as through the extension of infrastructure. <br />We will evaluate whether the project would result in additional impacts to existing community resources or would <br />encourage and facilitate other activities that could significantly affect the environment. <br />Significant Irreversible Environmental Changes <br />ICF will summarize the significant unavoidable impacts resulting from the project and will identify any significant <br />irreversible changes and irretrievable commitments of the environment. This will include a discussion of the use of <br />nonrenewable resources, permanent conversion of land uses, improvements to areas previously inaccessible, and <br />other factors that would commit future generations to similar environmental effects. <br />Effects Found Not To Be Significant <br />ICF will provide a qualitative explanation of issues found not to be significant during the IS process, as well as <br />effects that were studied in the EIR that were determined to be less than significant. <br />Deliverables <br />¦ Screencheck Draft EIR including all Technical Studies- 5 hardcopies and one round of review is assumed in <br />the budget <br />¦ Electronic files and CD of the Screencheck Draft EIR <br />Use or disclosure of data contained on this shmi is subject <br />to lheresoictlon on the title page ofthis proposal <br />Page 16 <br />25G-28
