STAFF <br />CONTRACTOR shall employ staff with experience in placing <br />participants with a limited English vocabulary in an environment <br />that facilitates the development of the English language. <br />CONTRACTOR's staff shall be able to read, write, speak, and <br />understand English. CONTRACTOR shall provide bilingual staff to <br />serve participants who speak Spanish or Vietnamese. The ratio of <br />bilingual staff shall be consistent with and proportional to the <br />target population, as determined by ADMINISTRATOR. In addition, <br />CONTRACTOR shall be required to provide translation services for <br />all other languages as needed to ensure all participants are <br />provided services in the language they speak. <br />CONTRACTOR shall comply with all COUNTY, State, and Federal <br />regulations regarding Limited English Proficiency (LEP) LEP <br />regulations affect anyone who participates in a Federally funded <br />program, and who has English as his or her second language and is <br />limited in his or her English language proficiency. <br />15.1 Staff Traini <br />15. 1.1CONTRACTOR's staff directly serving participants <br />and first line supervisors shall be thoroughly familiar with the <br />WTW service delivery model contained in the current Orange County <br />CalWORKs Plan; COUNTY policies and related instructions; COUNTY <br />data systems, including service delivery and payment systems; <br />welfare fraud and child abuse/elder abuse reporting requirements; <br />the State Hearing process; and Civil Rights compliance <br />requirements. <br />(WAM0313) 17 of 22 <br />(April 8, 2013) <br />25B-67
