EIR No. 2015 -01, AA No. 2014 -04, <br />GPA No. 2015 -03, DA No. 2015 -03 & VTTM No. 2015 -03 <br />October 12, 2015 <br />Page 11 <br />Public Notification <br />The project site is not located within the boundaries of an established Neighborhood Association. <br />Staff has notified all parties that have expressed an interest in the project by mail a minimum of 10 <br />days prior to the public hearing to ensure they were notified of the meeting and to see if there were <br />any areas of concern. The project site itself was posted with a notice advertising this public <br />hearing, a notice was published in the Orange County Reporter and mailed notices were sent to all <br />property owners and occupants within 500 feet of the project site. At the time of this printing, no <br />correspondence, either written or electronic, had been received from any members of the public. <br />CEQA Analysis <br />As part of the City's permitting process, the proposed project is required to undergo an environmental <br />review in accordance with the California Environmental Quality Act (CEQA). In accordance with <br />CEQA, the recommended actions have been reviewed through an environmental impact report, EIR <br />No. 2015 -01. Sections 15080 through 15097 of the State CEQA Guidelines (Article 7) guide the <br />process for the preparation of an environmental impact report. <br />The EIR, as required by CEQA, contains 1) an initial study; 2) a project description; 3) a description of <br />the environmental setting, potential environmental impacts, mitigation measures for any significant <br />effects, and consistency with plans and policies; and, 4) names of preparers. The mitigation <br />measures included in this EIR are designed to reduce or eliminate the potentially significant <br />environmental impacts described herein. The scope of the EIR evaluates the proposed project's <br />effects on the following resource topics: aesthetics, air quality, biological resources, cultural <br />resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, <br />hydrology and water quality, land use and planning, noise, population and housing, public services, <br />recreation, transportation and traffic, and utilities and service systems. <br />The City prepared a draft EIR and published the Notice of Availability (NOA) in the Orange County <br />Register as well as posted the NOA at the Orange County Clerk's office on July 16, 2015. The City <br />circulated the draft EIR for a 45 -day public review between July 17, 2015 and August 31, 2015. <br />The draft EIR was available for public review at the Santa Ana City Hall, the City of Santa Ana <br />Main library, and on the City's website. <br />This EIR is intended to provide a forum to air and address comments pertaining to the analysis <br />contained in the draft EIR and to provide an opportunity for clarification, corrections, or minor revisions <br />to the EIR as needed. Comments were received during the public review period. Pursuant to Section <br />15088 of the State CEQA Guidelines, the City, as the lead agency for the project, has reviewed all <br />comments received on the document. <br />75A -15 <br />
