Statement of Facts and Findings <br />emissions of greenhouse gases, Thus, these GHGs related impacts would be less than significant, and no <br />mitigation measures are necessary. <br />Hazards and Hazardous Materials <br />A. Facts <br />The project would not create a significant hazard to the public or the environment through <br />reasonably foreseeable upset and accident conditions involving the release of hazardous materials <br />into the environment. Construction activities would be implemented in compliance with the existing <br />South Coast Air Quality Management District (SCAQMD), CaVOSHA, and the California Health <br />and Safety Code requirements. These requirements were developed to protect human health and the <br />environment from the hazards. Hence, compliance applicable regulations would reduce impacts <br />related to the release of hazardous materials into the environment to a less- than — significant level. In <br />addition, operation of the project would utilize common types of hazardous materials; normal <br />routine use of these products pursuant to existing regulations would not result in a significant hazard <br />to the public or to the environment. Impacts would be less than significant. <br />2. The project would not be located on a site which is included on a list of hazardous materials sites <br />compiled pursuant to Government Code Section 65962.5 and, as a result, would it create a <br />significant hazard to the public or the environment. As described above, a perchlorate- impacted <br />groundwater plume extends under the project site within a well - defined, relatively narrow area <br />within the western portion of the site. Excavation activities for the project would not extend to the <br />depth of the plume; thus, project activities would not encounter hazardous contamination that could <br />present a potential health or safety risk, and impacts related to the existing groundwater <br />contamination wound be less than significant. In addition, onsite soils have not been identified to <br />contain any contaminants above the California Human Health Screening Levels developed by the <br />Califori- a Environmental Protection Agency. Should contaminants be identified on site during <br />construction, adherence to applicable regulatory DTSC, County of Orange Environmental Health <br />Division, and the Orange County Fire Authority guidelines would ensure that impacts are less than <br />significant. <br />I The project would not create a significant safety hazard related to John Wayne Airport (JWA) <br />operations to the people residing or worldng on the project site. JWA is located approximately 1.8 <br />miles southwest of the project site; however, is not within JWA's Airport Safety Zone, the Ali-port <br />Impact Zone, Runway Protection Zone, Obstruction of Imaginary Surfaces area, or the 65 CNEL <br />Noise Contours. In addition, the proj ect would not result in 1k2zards related to excessive glare, light, <br />steam, smoke, dust, or electronic interference. Thus, the project would not introduce a safety hazard <br />associated with airport operations for people residing, working, and visiting the project site. Project - <br />related impacts associated with JWA operations would be less than significant. <br />4. The project would not impair implementation of or physically interfere with an adopted emergency <br />response plan or emergency evacuation plan. Direct access to the project site is provided from East <br />Dyer Road and Red Hill Avenue, which are adjacent to the project site.
