Section 5 <br />Street / Centennial Road intersection and lower pedestrian and bicycle activity at <br />the Mohawk Drive / Edinger Avenue intersection. <br />Transit <br />The Project area is currently served by the Orange County Transportation <br />Authority (OCTA) with bus service along Edinger Avenue (Route 463) and <br />Fairview Street (Route 47). The closest bus stop is located on the south side of <br />Edinger Avenue, east of the Edinger Avenue/Mohawk Drive entrance into <br />Centennial Park, <br />5.11.2 Regulatory Framework <br />Intersection Level of Service <br />Per City of Santa Ana and County of Orange CMP traffic study guidelines, <br />signalized study area intersections must be analyzed using, the Intersection <br />Capacity Utilization (ICU) technique. To calculate an ICU value, the volume of <br />traffic using the intersection is compared with the capacity of the intersection. <br />ICU is usually expressed as a volume to capacity (V/C) ratio. The V/C represents <br />that portion of the hour required to provide sufficient capacity to accommodate all <br />intersection traffic if all approaches operate at capacity. The same LOS <br />thresholds in terms of roadway segment V/C ratio and intersection ICU apply to <br />both types of analysis, The V/C ratio (ICU) and corresponding Level of Service <br />(LOS) are shown in Table 85, <br />Table 85: Intersection Capacity Utilization (ICU) Level of Service Criteria <br />The definitions of level of service for uninterrupted flow (flow unrestrained by the <br />existence of traffic control devices) are: <br />LOS "A"' represents free flow.
