Section 5 <br />5.11.3 Thresholds of Significance <br />1. Would the project be in conflict with an applicable plan, ordinance or policy <br />established measures of effectiveness for the performance of a circulation <br />system, taking into all modes of transportation Including mass transit and <br />non - motorized travel and relevant components of the circulation system, <br />including but not limited intersections, streets, highways and freeways, <br />pedestrians, bicycle paths and mass transit? <br />2. Would the project be in conflict with an applicable congestion <br />management program, including but not limited to level of service <br />standards and travel demand measures, or other standards established by <br />the County's congestion management agency for designated roads or <br />highways? <br />3. Would the project increase hazards to a design feature or incompatible <br />uses or equipment? <br />4. Would the project result in inadequate emergency access? <br />5. Would the project be in conflict with adopted policies, plans or programs <br />regarding public transit, bicycle or pedestrian facilities or otherwise <br />decrease the performance or safety of such facilities? <br />5.11.4 Environmental Consequences <br />IMPACT T -1: Would the project be in conflict with an applicable plan, <br />ordinance or policy established measures of effectiveness for the <br />performance of a circulation system, taking into all modes of transportation <br />including mass transit and non - motorized travel and relevant components <br />of the circulation system, including but not limited intersections, streets„ <br />highways and freeways, pedestrians, bicycle paths and mass transit? <br />Alternative 1: No Federal Action/No Project <br />Under Alternative 1, the project would not be implemented, There would not be <br />any short term construction traffic or long term operational traffic generated within <br />the project area. There would be no change to existing traffic conditions within <br />the project area. <br />Alternative 2: Proposed Project <br />Centennial Park Lang -Term Operational Traffic Impacts <br />The long term operation of the Proposed Project would periodically require <br />weekly backwashi,ng of the injection wells and redevelopment of the injection <br />wells every three to five years. The long term operation would periodically <br />generate a few traffic trips within the project area.
