Section 5 <br />Alternativel : No Federal Action/N'o Project <br />Under Alternative 1, the project would not be implemented. There would riot be <br />any additional short term construction traffic or long term operational traffic <br />generated within the project area that could potentially be in conflict with the <br />County of Orange Congestion Management Plan, <br />Alternative 2- Proposed Project <br />The Orange County Transportation Agency is responsible for the implementation <br />of the County of Orange Congestion Management Program (CMP), The CMP is <br />designed to reduce traffic congestion and to provide a mechanism i for the <br />coordination of land use and transportation decisions. When a project generates <br />more than 100 peak trips along a CMP highway or 51 or more trips through a <br />CMP intersection, the project would be required to prepare a traffic impact study <br />to evaluate the impacts on the CMP highway and intersection. <br />There are no CMP intersections or CMP highways within the immediate vicinity <br />of the project area. Therefore, the Proposed Project would not be directly <br />generating traffic onto a CMP intersection or CMP highway, However, there is <br />the potential that some traffic: Could utilize CMP highways or intersection from <br />other areas in the County to travel to the project site. As shown in Table 87 the <br />short term construction traffic generated from the Proposed Project would not <br />exceed 100 peak trips along a CMP highway or 51 or more trips through a CMP <br />intersection. No potential conflicts with the County of Orange Congestion <br />Management Program would occur. <br />Heritage Museum <br />The construction and operation of the monitoring well would only generate a few <br />trips and would not exceed the 100 peak trips along a CMP highway or 51 or <br />more trips through a CMP intersection threshold. Therefore potential conflicts <br />with the County of Orange Congestion Management Program would not occur. <br />Alternative 3: Reduced Intensity <br />Under Alterative 3, there would be slightly less construction traffic generated, <br />compared to the Proposed Project. Similar to the Proposed Project, Alternative 3 <br />would not generate over a 100 peak trips along a CMP highway or 51 or more <br />trips through a CMP intersection. Potential conflicts with the County of Orange <br />Congestion Management Program would not occur. <br />Alternative 4: Pipeline Design Alternative <br />Under Alterative 4, the mix of construction equipment and construction activities <br />would essentially be the same as the Proposed Project- Similar to the Proposed <br />Project, Alternative 4 would not generate over 100 peak trips along a CMP <br />Qo Mid Basin Centennial Park Mz15C -OL-froject Final EIR 5-226 <br />-11312 <br />
