Section 6 <br />6.1 CEQA Analysis Requirements <br />A cumulative impact refers to, when two or more individual effects, which when <br />considered together, are considerable or which compound or increase other <br />environmental impacts. The CEQA Guidelines require that an EIR discuss the <br />cumulative impacts of a project when a project's incremental effect is <br />cumulatively considerable, meaning that a projects incremental effects are <br />considerable when viewed in connection with the effects of past, current and <br />probable future projects. According to the CEQA guidelines Section 15130(a) <br />and (b) the purpose of this section is to provide a discussion of significant <br />cumulative impacts which reflects the severity of the impacts and their likelihood <br />of occurrence. The CEQA Guidelines indicate that the discussion of cumulative <br />impacts should include: <br />• Either (1), a list of past, present and probable future projects producing <br />related or cumulative impacts or (B), a summary of projections contained <br />in an adopted general plan or similar document, or in an adopted or <br />certified environmental document which describe or evaluated conditions <br />contributing to a cumulative impact', <br />• A discussion of the geographic scope of the area affected by the <br />cumulative effect, <br />• A summary of expected environmental effects to be produced by these <br />projects,, <br />• Reasonable and feasible options for mitigating or avoiding the project's <br />contribution to any significant cumulative effects. <br />6.2 NEPA Analysis Requirements <br />Under NEPA, a cumulative impact is an impact on the environment which results <br />from the incremental impact of the action when added to other past, present and <br />reasonably foreseeable future actions. Cumulative impacts could result from <br />individually minor, but collectively significant, actions taking place over time, <br />6.3 Cumulative Analysis Methodology <br />In accordance with CEQA and NEPA requirements the cumulative analysis for <br />the Mid Basin Centennial Park injection Well Project is based on the following„ a <br />list of foreseeable future development projects occurring in the City, land use <br />projections from the City of Santa General Plan and demographic projections <br />from the South Coast Air Quality Management District Air Quality Management <br />Plan, <br />Mid Basin Centennial Park ;;C&nf4ll Project Final EIR 6-1 <br />4 <br />
