Section 8 <br />Toxic Air Pollutants - Construction <br />The construction equipment for the Proposed Project would emit Diesel <br />Particulate Matter (DPM), which is a carcinogen. However, the DPM emissions <br />are short-term in nature. Determination of risk from DPM is considered over a 70- <br />year exposure time. Construction emissions are estimated to be generated over <br />the course of 24 months. Since the use of construction equipment would (1 ) be <br />temporary and would not be close to the 70-year timeframe, and (2) would not <br />occur in a single location but be spread out geographically, exposure of sensitive <br />receptors to DPM would not be substantial. Emissions of DPM would not be <br />substantial enough to be considered a significant health risk. <br />General Conformity <br />Regional Construction Emissions General Conformity Analysis <br />The results of the criteria pollutant calculations for the Proposed Project <br />construction activities for each phase are shown in Table 104. These values are <br />compared with the General Conformity de minimis annual thresholds. As shown, <br />in Table 104, all estimated annual emissions would be less than the applicable <br />thresholds. It should be noted that Table 104 conservatively shows all Proposed! <br />Project construction emissions occurring in one year.
