The IPT should leverage information provided by the fusion center, Border Intelligence Centers <br />or other local intelligence center, when possible, and establish a common operational vision. <br />The BP sector's Chief Patrol Agent, or his/her designee, will ensure that the information or <br />intelligence has a clear nexus to border security. Intelligence will be shared and vetted for <br />border security value, driving the focus of operations. The tactical operational period should <br />focus on specific targets of interest or specific areas of interest identified by the IPT. Once <br />intelligence -driven targets are identified, the IPT will decide on operational objectives that <br />reflect the intended impact of operations. The objectives should outline how the operation will <br />deter, deny, degrade, or dismantle the operational capacity of the targeted transnational criminal <br />organizations. <br />The frequency and duration of each tactical operational period should be predicated by local risk <br />factors. The tactical operational period may combine to develop an operational cycle that is <br />synchronous or asynchronous, connected, or unconnected, depending on security conditions and <br />the IPT's intent. Each tactical operational period will begin on a predetermined date and end on <br />a predetermined date, but the dates may be subject to change commensurate with emerging <br />security conditions. The starting date of the operational period should be established to allow <br />sufficient time for the order to be submitted and approved through BP Headquarters and <br />DHS/FEMA.
